Roger Simpson-Jones

Roger is a commercial expert focused on developing market leading solutions in energy performance contracting and energy services agreements.

He has an extensive commercial background in complex procurement and performance contracting gained from a successful 20 year track record across both senior public sector and blue-chip private sector roles. His successful delivery of innovative commercial approaches, from climate change projects and cleantech procurement, to high technology solutions and major cost reduction programmes, has been recognised in several national awards and by prominent international organisations.

As Director of Procurement at the London Development Agency he was responsible for the creation and implementation of the innovative London Buildings Energy Efficiency Programme, which was described as ‘world-leading’ by the Clinton Climate Initiative.  This turned into the RE:FIT programme where he led the development of the new £500m national framework that has been endorsed by DECC and the Government Procurement Service and he is now supporting the national roll-out.

He recently led the development of the London Schools Energy Efficiency Programme and the approach for the RE:FIT Business energy efficiency programme. RE:FIT Business targets the development of the private sector building retrofit market (both energy efficiency and energy generation) and includes specific solutions, financing options and commercial terms to help encourage SME and third sector participation.

He has also been involved in a range of innovative programmes to develop suppliers and open-up opportunities to SMEs.  This includes a key role in developing the leading aerospace and defence online marketplace over a decade ago, to leading the procurement and performance contracting on the award winning tendering system to open-up over £1bn of London2012 business opportunities and is now being used across other programmes.
